Our dialysis building is getting renovated but it is still useless because it will not get elevated from the ground

I was surprised after entering the dialysis treatment area yesterday because the construction workers are already working on the ceiling as they have replaced the former one with PVC panels which are popularly used nowadays because of the wide variety of its designs and does add beauty to homes and or establishments.
It has its pros and cons and the only thing that I experienced for using it is that it is poor on insulating the sound coming from my room because it is made out of plastic. However I guess that it will not get ruined by water unlike other forms of materials used for making a ceiling because again it is made-out from plastic.
Now, because I have no experience in using this PVC panels, I was not able to foresee the poor insulation against sound coming from my room especially if I will play loud music. Maybe in the future it God wills it, I will take this experience and really make sure that my room will be almost fully insulated but I am still OK for what I have now because at least I can still pay loud music without the sound not bothering much the people outside my room compared to the old house although at nightime I will have to tone it down in order to not bother my parents in the other room.
Anyway, there is no news about the plans for elevating the flooring of the dialysis building and its parking area/ The owner is just I guess, stingy enough not to do it although I know that he can do it financially for the reason that every dialysis patient is paying a better through our government health insurance for every dialysis treatment session amounting to about 1 million PHP every year. Our dialysis clinic is accommodating lots of patients which gives the Hospital owner lots of revenue or profits.
If I was the owner of the hospital, I will elevate the whole building and the surrounding area like the parking area just to make it flood-free during the wet and rainy season or the recurring flooding due to the regular visits of the Typhoons which is the main contributor to the widespread floods that happens from time to time.
It gives great inconvenience for both the patients and the relatives or guardians because the parking area where the small hut is located where there people often stays when waiting for their patients to finish-up with their treatments will not get accessible because again, it will get flooded around it. So they are left with no option but to park somewhere else like on the side of the road.
Anyway, since the ceiling of the dialysis treatment building was not adjusted up, I am sure that the flooring will also not get adjusted otherwise the height of the ceiling will get lower if the said flooring will not get elevated. So I am not exactly getting excited about this sprucing work which is only making the appearance of the dialysis center look good but deep inside my thoughts and feelings, it will just be all useless when another flooding event happens.
Well, it is what it is and it is the decision of the owner, I am just a poor patient that will have to adjust in the future bad eventualities which I pray to God that I will not experience because of its impact on me and the people who cares for me.
