I've been thinking something similar. Those are promoted posts. In some cases 99% of the votes are paid for, so it's nothing to do with what the community likes. This is purely a user interface issue that should be easy to fix. I suspect the guilty parties would find ways around it.

There's also the other people who just do it for the money via their whale friends.

I flag some of them, but my vote has little impact and others are scared to do that. If enough of us do it they can't flag us all. Let's not let bullies prosper.
