I know what you mean when you say to stay impartial is not easy or mistakes are bound to happen but then money is something which is mother of all evil and hard to resist that sure comes into the way.

maybe it sounds too much so that's my suggestion and I know Steemt Team has no obligation to accept my suggestion or they can increase/reduce it as they wish but I see it one of the methods to improve the things at this point in time.

A couple of points you mentioned confused me like

Everyone works hard but doesn’t get reputation easily. So reputation matters. The voting percentage can be adjusted based on reputation and the quality of the post, which is something I’ve done.

I fail to understand if a person is putting his best foot forward why will they not achieve reputation? You and me joined this site at almost the same time and you're doing better than me, ain't you? I appreciate your effort in making the reputation better by giving higher votes who deserve them, keep it up.

My suggestion to you is to look for posts in your own language to encourage who are struggling in other languages and also write posts in your own language which will help you express yourself better.
