Steem Blockchain Witnesses
The Steem blockchain requires a set of people to create blocks and uses a consensus mechanism called delegated proof of stake, or DPOS. The community elects 'witnesses' to act as the network's block producers and governance body. There are 20 full-time witnesses, producing a block every 63-second round. A 21st position is shared by the backup witnesses, who are scheduled proportionally to the amount of stake-weighted community approval they have. Witnesses are compensated with Steem Power for each block they create.

How many witnesses can you vote for?
Each account can vote for up to 30 witnesses.
The Steem blockchain is a delegated proof of stake system, which is like a representative democracy. You vote for a witness to run a computer to keep the blockchain running and to protect the blockchain from attacks. You can visit their blog to learn their opinions on the issues facing Steem and Steemit. Then vote for the ones you want to represent you.
Currently the system gives you more votes if you own more Steem. This is a characteristic of delegated proof of stake also. There are two issues you should know about. There are deactivated witnesses still on the voting list. Please don’t vote for them, as they have deactivated their computers and no longer perform any work to maintain or secure the blockchain. I have pictures of what a deactivated witness looks like on the list. It would be best to remove your votes from those who are no longer working to secure the chain. You can visit the webpages of the active witnesses and decide who to vote for, when you have time. You don’t have to use all your votes, you are not required to and personally I suggest you vote for those you know to be worthy of your support. Or use the recommendations of other people you trust. I am not suggesting who you should vote for, as that’s not within the scope of this post.
I suggest you look over this list and remove any votes you have for these EX-witnesses, as they are no longer Witnesses.
