It's forbidden in France because of the weight of all these locks. Imagine what happens to all these couples if all the locks will be removed. Btw they are at many other places and not only for this reason. In a way I like it and it's better than curving a heart and names into a tree or writing it on the inside of the bathroom door and walls at school.
