After the fact, I also heard it was a manner of misfire, but that the system was responding to Hamas drills where something was obviously launched, seemingly from multiple positions. Since the distance is so small, and the IDF couldn't have known they were merely drills, it's probably wise to have the system "misfire." Even just as a deterrent, I think it still saves lives.
