Very much propaganda, the killers of these children and other civilians are the West beloved 'Moderate Rebels' (http://www.syrianews.cc/encyclopedia/moderate-rebels/). They claim the people are starving while we see over weighing themselves and turning into beasts from eating more. They can also move freely in and out of their areas and even travel outside the country to attend meetings in Astana in Kazakhstan and Geneva in Switzerland.
So let this propaganda away, you can't fool the people any more.
