It's more like a lack of doing anything, in many ways. Haha. Salt isn't used nearly as much here as it is in the states, and in many places there are sprinklers installed in the roads which release slightly warm water to melt the snow. Streets are pretty messy/bumpy/icy in Niigata right now.
it's always interesting to see how different people solve the same problems
