You know that steemit and hive are 2 diffrent blockchains right ?
Steemit has no hive because they where not part of the Airdrop on hive.
Their was no powerdown from @misterdelegation or @steemit or something like this.

Yes, technically speaking there was a hardfork. Also the powerdown was not initiated by those accounts themselves.
It is different depending if you are on 22 (steem) or 23 (hive). We always knew it would require a hardfork to change. The chain split was just because of disagreement over the issue.
