We share your sentiment, but hasn't this always been the case, for aspiring witnesses alone or in a colluding group?
Some truth to that, you need to build alliances to advance, for sure.
A lone witness would have a much harder or impossible time, but their "level of difficulty" would be inversely proportional to their "stake", in becoming a bigger witness. Just my 2¢
