It's not really. From the tests run by a few of the witnesses, it's just about the smallest amount that will keep an account functional with bandwidth. In the simplest terms it means that an account created from third party services can create the accounts with less SP needed. It will not affect current accounts at all.
Great so I can have another account through you and use it to curate and power up, post and interact with others. Thanks for sharing
