스팀잇이 먹통일 때… 이거 누가 책임지는 건가요?

요즘 스팀잇이 가끔 먹통이 되면서 글도 못 올리고 보팅도 안 되는 일이 생기는데요,
제가 구조를 정확히 아는 건 아니지만… 이런 경우 누가 책임지는 건지 궁금해졌습니다.
제가 이해한 바로는 대략 이런 것 같은데, 혹시 틀리면 알려주세요.

1 steemit.com 자체가 문제일 때
프론트엔드라서 운영 주체 쪽 문제이긴 하지만, 그래도 사용자 손해를 보상해주는 구조는 아닌… 것 같고요?

2 스팀 블록체인 쪽 문제일 때
Witness들이 운영하는 탈중앙 구조라 “누구”에게 책임을 묻기가 애매한 구조인 것 같더라고요.

3 스파 보유자=투자자지만 리스크도 함께 감수?
그래서 기회비용 같은 건 그냥 사용자가 감당해야 하는 건지…
제가 잘 모르니까 조심스럽게 여쭙는 건데, 결국 스팀에서 먹통이 나도 딱히 보상 체계는 없다
이렇게 이해하면 되는 걸까요?

Steemit has been going down from time to time lately, posting freezes, voting stops, and so on.
I don’t fully understand the whole system, so I wanted to ask:
who is actually responsible when this happens?
Here’s what I think might be the case, but I’m not confident.
Please correct me if I’m wrong.
1 If it’s Steemit.com itself
It’s just a front-end, so issues belong to the operator…
but I don’t think there’s any compensation system for users? Not sure.
2 If it’s the Steem blockchain
Since Witnesses run it in a decentralized way, I guess there’s no specific entity to hold accountable?
3 Since SP holders are both investors and participants
Maybe the opportunity loss is simply part of the risk we carry?
So my current (possibly wrong!) understanding is:
when Steemit or the blockchain goes down, there’s basically no compensation mechanism.
If anyone knows the structure better or can clarify this, I’d really appreciate your input!
